Udyam / UAM Registration Acknowledgement
Valid Udyam Registration Certificate or Udyog Aadhaar Memorandum (UAM) acknowledgement confirming MSME status.

First Electricity Bill (post-commissioning)
Copy of the first electricity bill received after commencement of commercial production, used to establish the Date of Commencement of Commercial Production (DOCCP).
Tip: This bill is critical for proving the DOCCP falls within the eligible period (1 April 2020 – 31 March 2025). Keep the original safely.

Trade Licence
Valid trade licence issued by the local municipal authority or Urban Local Body (ULB) for the enterprise's business premises in West Bengal.
Tip: Ensure the trade licence is current and not expired. Renewal should be done annually before the application date.

SGST Registration Certificate and Returns
GSTIN registration certificate and relevant SGST return copies for the enterprise, required to verify tax compliance and eligibility for SGST reimbursement.
Tip: Ensure GST returns are filed and up to date. Include the GSTIN registration certificate along with the latest filed returns.

WBPCB Consent to Operate Certificate
Valid Consent to Operate (CTO) certificate issued by the West Bengal Pollution Control Board (WBPCB) for the manufacturing unit.
Tip: Must be valid and current at the time of application. Renewal should be initiated before expiry. Without this, the application will be rejected.

Mutation & Conversion Certificate of Land / Buildings
Certificate of mutation and land use conversion for the premises where the enterprise operates, issued by the competent revenue authority in West Bengal.
Tip: Required to confirm the land is legally converted for industrial/commercial use. Obtain from the local Block Land and Land Reforms Office (BLLRO).

Land Deed
Registered sale deed or title document for land/building owned by the enterprise. Submit where the premises are owned outright.
Tip: Submit only if the premises are owned. If rented or leased, submit the Rent/Lease Agreement instead. Both may be required if partial ownership applies.

Rent Agreement / Lease Agreement
Registered rent agreement or lease deed for the enterprise's premises, required where the land or building is on rent or lease rather than owned.
Tip: The agreement must be registered and include money receipts for rent paid. Unregistered agreements may not be accepted.

Approved Project Report
Detailed Project Report (DPR) approved by the financing bank/FI or competent authority, covering the project scope, investment plan, technology, and financial projections.
Tip: Must be the same DPR submitted to the bank for term loan sanction. Include section on employment generation and production capacity.

Term Loan Sanction Letter and Disbursement Letter
Bank or Financial Institution letter sanctioning the term loan for the project, along with the disbursement letter confirming funds were released.
Tip: Both sanction and disbursement letters are required. Ensure letters are on official bank letterhead with the sanctioned amount, purpose, and disbursement schedule.

Audited Balance Sheets and P&L (last 2 years)
CA-certified audited balance sheets and profit & loss accounts for the last 2 financial years, establishing the financial standing of the enterprise.
Tip: Must be signed and stamped by a Chartered Accountant. For new units with less than 2 years of operations, submit available years with a note explaining the gap.

Plant & Machinery List with Bills and Money Receipts
Detailed list of all plant and machinery installed in the enterprise, with their original purchase values and corresponding purchase invoices and payment receipts.
Tip: Ensure all invoices are in the enterprise's name. Handwritten or informal receipts may not be accepted — use official tax invoices wherever possible.

Memorandum of Association & Articles of Association or Partnership Deed
MoA and AoA authenticated by ROC for Private Limited companies, or Registered Partnership Deed for partnership firms, confirming the legal structure of the enterprise.
Tip: ROC authentication stamp is mandatory for company MoA/AoA. Partnership deeds must be registered with the relevant authority.

Statement of Directors / Partners / Owners / SHG Members
A formal statement listing the names and addresses of all directors, partners, owners, cooperative members, or SHG members associated with the enterprise.
Tip: Must be on official letterhead and signed by the authorised signatory. Ensure it matches the details in MoA/AoA or Partnership Deed.

Existing Manufacturing Activities Statement
Statement detailing existing manufacturing activities carried out in West Bengal, including product items, annual approved production capacity, and actual production figures for the last 3 years.
Tip: Format as a table: Item | Approved Capacity | FY1 Production | FY2 Production | FY3 Production. Must be certified by the applicant.

SC / ST Certificate
Caste certificate issued by the competent authority confirming SC or ST status of the proprietor/majority promoter, required where applicable for additional subsidy benefits.
Tip: Applicable only where SC/ST ownership is being claimed. Must be issued by Tehsildar, SDM, or equivalent authority in West Bengal.

Self-declaration as per para 1(vi) of the Scheme
Mandatory self-declaration by the applicant affirming compliance with scheme conditions, including that the enterprise has not availed similar incentives from other state government schemes.
Tip: Use the format prescribed in para 1(vi) of the Banglashree scheme notification. Must be notarised or signed on ₹100 stamp paper.

Capital Subsidy — Self-certification on Fixed Assets (Annexure-I)
Conditional — required for State Capital Investment Subsidy claim. Self-certification in the prescribed Annexure-I format listing all fixed assets (land, building, plant & machinery) and their values.
Tip: Use the Annexure-I form from msme.wb.gov.in. Values must match the machinery invoices and audited balance sheet. Must be signed by the applicant.

Interest Subsidy — Bank / FI Certificate (Annexure-II)
Conditional — required for Interest Subsidy claim. Certificate from the financing Bank or Financial Institution in the prescribed Annexure-II format confirming interest paid on the term loan.
Tip: Obtain from your lending bank/FI for each claim period. Must be on official bank letterhead with authorised signatory stamp.

Power Subsidy — Electricity Supply Documents and Bills
Conditional — required for Power Subsidy claim. Documents proving electricity supply to the unit (connection certificate/sanction order) and all electricity bills with corresponding money receipts for the claim period.
Tip: 80% of electricity cost is subsidised for eligible units in Zones C–E. Retain all original bills and money receipts for the full subsidy period.

Energy Efficiency Subsidy — Energy Audit Report and Bills
Conditional — required for Energy Efficiency Subsidy claim. Copy of the Energy Audit report/recommendations from a certified agency, plus bills and money receipts for energy conservation equipment installed.
Tip: The energy audit must be conducted by a BEE (Bureau of Energy Efficiency) accredited auditor. Include both the audit report and detailed installation bills.

Stamp Duty Exemption — Land/Building Registration Documents
Conditional — required for Stamp Duty and Registration Fee subsidy claim. Schedule of land, sketch map of purchased land/building, and documents showing actual stamp duty and registration fee paid.
Tip: Retain the original registration receipt from the Sub-Registrar's office. Applicable only on first purchase of land/building for the project.

SGST Refund — SGST Form-D Application Receipt
Conditional — required for SGST Refund claim. Receipt copy of the application submitted in Form-D to the Commissioner, Commercial Tax, West Bengal for the SGST refund.
Tip: File Form-D for each financial year within the prescribed deadline. 30%–50% of net SGST paid is refundable for up to 8 years.

Water Conservation / Environment Compliance — Bills and Plant Details
Conditional — required for Water Conservation / Environment Compliance Subsidy claim. Bills and money receipts for CETP (Captive Effluent Treatment Plant) and pollution control devices, plus a detailed technical description of the installations.
Tip: Include specifications and layout of the ETP/pollution control system. All bills must be in the enterprise's name.

Quality Certification Subsidy — ISI/BIS/ISO Certificate and Bills
Conditional — required for Standard Quality Compliance Subsidy claim. Copies of ISI/BIS/ISO 9000/14000/14001/18000/22000/HACCP certification and bills/money receipts for certification costs.
Tip: Certification must be from an accredited body. Subsidy covers cost of obtaining the certification. Include both the certificate and all fee payment receipts.

Workforce Welfare (WWAS) — ESI/EPF Records and Employment Bank Proof
Conditional — required for Workforce Welfare Assistance Scheme (WWAS) claim. ESI/EPF contribution challans, worker statement (name, age, appointment date, work nature), RPF Commission and ESI Director certificates (Annexure-III), and proof of recruitment from WB Employment Bank.
Tip: At least 50% of workers must be from the WB Employment Bank. The Employment Bank recruitment proof is critical — obtain it at the time of hiring.

Patent Registration Subsidy — Patent Certificate and Fee Receipts
Conditional — required for Patent Registration Subsidy claim. Copy of filed or granted patent registration documents and official receipts for patent registration fees paid.
Tip: Applicable for patents filed in India (Indian Patent Office). Include both the filing receipt and the granted patent certificate (or filing acknowledgement if not yet granted).
