Karnataka Startup Policy 2022 — Quality Testing & Standards Reimbursement

Reimbursement of up to ₹3 Lakhs for quality testing, product certification, and standards compliance costs for DPIIT-recognised Karnataka startups under the Karnataka Startup Policy 2022–27. Covers testing lab fees (BIS, NABL-accredited labs), product safety certification fees (CE, UL, FCC for export products), and standards compliance consultant fees. Distinct from the patent/IP reimbursement incentive — quality testing covers lab and certification costs, while the patent incentive covers IPO filing costs. Both can be claimed separately in the same financial year.

DPIIT Recognition Certificate
Valid DPIIT Certificate of Recognition from Startup India portal — must have been active when the quality testing/certification costs were incurred.
Tip: Expired recognition cannot be backdated. Ensure recognition is active before incurring quality certification costs you intend to claim.

Entity Incorporation Certificate
Certificate of Incorporation for the Karnataka startup entity claiming the reimbursement.
Tip: Karnataka registered or operating address is required. Attach an operational address proof if the registered address is outside Karnataka.

Quality Certification or Testing Lab Report
Official certification award letter (ISO, BIS, CE, UL, NABL, FCC, etc.) or NABL-accredited lab testing report. The primary document confirming that qualifying quality testing or certification has been completed.
Tip: For lab testing (without a full certification), the NABL-accredited lab's test report with the test scope and results is acceptable. Provisional or draft certifications are not eligible — the final certificate or report must be submitted.

CA Certificate — Testing and Certification Invoices
CA certificate summarising eligible expenditure (lab fees, certification body fees, consultant fees), with original invoices attached, certified with UDIN.
Tip: Invoices must be from NABL-accredited labs or recognised certification bodies — freelance consultants without institutional affiliation may be questioned. UDIN mandatory.

Bank Account Details (Cancelled Cheque)
Cancelled cheque for entity current account for reimbursement.
Tip: Use the same account across all Karnataka Startup Policy claims.

Engage a NABL-accredited lab or recognised certification body for testing or certification — retain all invoices and the final test report or certificate.

Prepare the CA certificate with eligible expenses itemised and attach original invoices — obtain UDIN.
