Maharashtra Startup Policy 2023 — Quality Certification Reimbursement

Reimbursement of up to ₹3 Lakhs for quality and product certification costs for DPIIT-recognised Maharashtra startups under the Maharashtra Startup Policy 2023. Covers ISO 9001/14001/27001, BIS certification, CE/FCC/UL product safety marks, NABL lab accreditation, and sector-specific certifications (FSSAI, drug licence). Separate claim from patent reimbursement and MDA under the same policy — all three can be claimed in the same financial year subject to individual caps.

Valid DPIIT Certificate of Recognition — must have been active when the certification costs were incurred.
Tip: Ensure recognition is active before engaging certification bodies — costs incurred while recognition was lapsed are not eligible.

Entity Incorporation Certificate
Certificate of Incorporation confirming Maharashtra entity registration or operations.
Tip: Maharashtra address or operational presence is required. If registered outside Maharashtra, provide Maharashtra operations documentation.

Quality Certification Award Letter or Certificate
Official certification award letter (ISO, BIS, CE, UL, NABL, FSSAI, drug licence, etc.) confirming the certification was obtained. The full certificate with validity and scope is required — provisional or in-progress certifications are not eligible.
Tip: Attach the full certificate pages including scope of certification. For lab accreditation (NABL), attach the Certificate of Accreditation listing the scope. For product certifications (BIS, CE), attach the Type Approval certificate.

CA Certificate — Certification Costs and Invoices
CA certificate summarising eligible expenditure (certification body fees, audit fees, lab fees, consultant fees for achieving certification), with original invoices attached, certified with UDIN.
Tip: Invoices must be from recognised certification bodies or NABL-accredited labs. Consultant fees must be from registered firms. UDIN is mandatory.

Bank Account Details (Cancelled Cheque)
Cancelled cheque for entity current account for reimbursement.
Tip: Account in entity name matching DPIIT certificate.

Audited Financial Statements (If >1 Year Old)
Conditional — startups that have completed more than 1 full financial year must submit audited accounts.
Tip: First-year startups may submit CA-certified provisional accounts.
