1
Udyam Registration Certificate
Valid Udyam Registration Certificate confirming active Micro, Small, or Medium enterprise status in Odisha.
Tip: Special categories (SC/ST, women, persons with disabilities, technically qualified entrepreneurs with a degree/diploma) qualify for 30% subsidy (up to ₹2.5 crore) instead of the standard 25% (up to ₹2 crore).
2
PAN Card and Aadhaar Card of Promoter / Proprietor / Authorised Partners
Permanent Account Number and Aadhaar card of the individual promoter, proprietor, or all authorised partners. Both are explicitly required.
Tip: Aadhaar is required for identity verification in the e-MSME Seva registration and AIM 2.0 portal — it cannot be substituted. Ensure the mobile number linked to Aadhaar is active for OTP.
3
Constitutional Proof
Partnership Deed (for firms), LLP Registration certificate (for LLPs), or Certificate of Incorporation with MoA and AoA (for companies).
Tip: For proprietorships, a self-declaration suffices. All documents must match the entity name on the Udyam certificate exactly.
4
Signing Authority Proof — Power of Attorney / Board Resolution / Society Resolution
Document explicitly authorising the person signing and submitting the application: Power of Attorney, Board Resolution, or Society Resolution as applicable.
Tip: This is an Odisha-specific requirement — the DIC GM checks this during the 7-working-day acknowledgment window. A missing or unsigned authority document is one of the most common rejection reasons.
5
Financial Proof of Investment — Balance Sheets, Tax Invoices, and Bank Payment Proofs
Certified balance sheets, tax invoices for all plant/machinery/building items in the FCI claim, and itemised bank clearance or payment receipts confirming each payment.
Tip: Only investments paid via banking channels are eligible. Cash payments are not accepted. Invoices must be dated after the Udyam registration date.
6
Land / Shed Allotment Letter or Sale Deed or Registered Lease Deed
Proof that the enterprise occupies land in Odisha: government/IDCO shed allotment letter, registered sale deed, or registered lease deed.
Tip: Lease deeds are accepted; ensure they are registered. For units in backward districts or designated industrial areas, eligibility for higher subsidy rates must be confirmed with the local DIC.
7
Active Electricity Connection Details and Sample Power Bills
Documentation of the factory electricity connection — connection approval letter plus at least two recent electricity bills confirming active industrial supply.
Tip: Bills must be in the enterprise name and for the unit address. Required alongside land proof to establish that the unit is operationally active.
8
Bank Term Loan Sanction Letter, Bank Appraisal Report, and Disbursement ScheduleOptional
Term loan sanction letter from the bank/FI, the bank's project appraisal report, and the loan disbursement schedule — all required for Capital Investment Subsidy claims on loan-funded assets.
When needed: Required for Capital Investment Subsidy (CIS) claims where fixed capital was funded through a bank or FI term loan
Tip: The Bank Appraisal Report is an Odisha-specific named document — request it from your lending branch. The disbursement schedule must match the actual drawdown used for plant/machinery purchases.
9
Bank-Certified Interest Calculation Sheets and Statutory ClearancesOptional
Bank-certified statement computing interest paid on the term loan for each financial year of the claim, along with statutory clearances matching the year.
When needed: Required for Interest Subvention / Interest Subsidy claims — submit within 6 months of FY-end
Tip: Submit within 6 months of the relevant financial year-end — this is a strict deadline. Late submissions are not accepted without a valid reason endorsed by the DIC.
10
ZED Bronze Certificate and Expense ReceiptsOptional
Valid ZED Bronze certificate issued by the Ministry of MSME, along with receipts for machinery purchases and consultancy expenses incurred to obtain Bronze-level certification.
When needed: For ZED Bronze-level reimbursement — 80% of certification cost, up to ₹1 lakh. Submit within 2 years of certification.
Tip: Odisha reimburses 80% of ZED Bronze certification cost, up to ₹1 lakh. Submit within 2 years of obtaining the certificate. Retain all original invoices from the ZED certification agency.
11
ZED Silver Certificate and Expense ReceiptsOptional
Valid ZED Silver certificate issued by the Ministry of MSME, along with receipts for machinery purchases and consultancy expenses incurred to obtain Silver-level certification.
When needed: For ZED Silver-level reimbursement — 80% of certification cost, up to ₹2 lakhs. Submit within 2 years of certification.
Tip: Odisha reimburses 80% of ZED Silver certification cost, up to ₹2 lakhs. Submit within 2 years of obtaining the certificate. Silver certification typically requires additional machinery upgrades — retain all related invoices.
12
ZED Gold Certificate and Expense ReceiptsOptional
Valid ZED Gold certificate issued by the Ministry of MSME, along with receipts for machinery purchases and consultancy expenses incurred to obtain Gold-level certification.
When needed: For ZED Gold-level reimbursement — 80% of certification cost, up to ₹5 lakhs (maximum). Submit within 2 years of certification.
Tip: Odisha reimburses 80% of ZED Gold certification cost, up to ₹5 lakhs — the maximum reimbursement available. Submit within 2 years of obtaining the certificate.
13
Trademark / Patent Registration Certificate and Professional Fee InvoicesOptional
Official Trademark Registration Certificate or Patent Grant Certificate from IPO, plus certified invoices for professional charges (agent fees) and government registry fees.
When needed: Required for Trademark / Patent Reimbursement — submit within 1 year of registration
Tip: Submit within 1 year of the trademark/patent registration date — this is a strict deadline. Both Indian and international IP registrations may qualify; confirm with DIC.
14
Special Category Certificate or Technical Qualification ProofOptional
Competent-authority-issued caste certificate (SC/ST), disability certificate (PwD), or degree/diploma certificate for technically qualified entrepreneurs — to access the 30% subsidy rate.
When needed: Required for SC/ST, Women, PwD, or Technically Qualified Entrepreneurs to claim the 30% rate instead of the standard 25%
Tip: Technically qualified entrepreneurs (engineering/diploma holders) are a special category unique to Odisha — eligible for 30% CIS (up to ₹2.5 crore) instead of the standard 25% (up to ₹2 crore). Degree/diploma must be in a field relevant to the manufacturing activity.
15
Environmental Clearances — NOC from SPCB or Forest DepartmentOptional
No Objection Certificate from the Odisha State Pollution Control Board (OSPCB) and/or the Forest Department, as applicable to the manufacturing activity.
When needed: Required for units needing Pollution Control Board or Forest Department clearance, and mandatory for Green Technology Incentive claims
Tip: Required for units in environmentally sensitive zones or involving emissions and effluents. For Green Technology Incentive claims (25% on wastewater treatment / ZLD infrastructure, up to ₹10 crore), environmental compliance documentation is mandatory.

6
Initial portal screening: the application routes automatically to the General Manager (GM) of the local District Industries Centre (DIC). The GM has exactly 7 working days to verify data accuracy and issue an electronic acknowledgment. Respond immediately to any queries raised on the portal within this window.
7
Field inspection: for Capital Investment Subsidy claims, a designated DIC field officer conducts a physical or virtual site visit to cross-verify installed machinery against vendor invoices. Ensure all assets listed in the FCI are installed and operational on the day of inspection.
8
Sanction issuance: the DIC GM acts as sanctioning authority for Micro and Small enterprise claims. The Director of Industries sanctions larger or Medium enterprise claims. A digital Sanction Letter is executed on the portal.
9
Post-sanction operational check: within 3 working days of sanction, the GM re-verifies that the enterprise is actively running and has not halted operations. This step is an Odisha-specific control to prevent dormant units from drawing subsidies.
10
Direct disbursement: authorised GMs use the AIM 2.0 architecture to disburse the approved incentive directly into the enterprise's linked bank account — no intermediary treasury step. For CIS, disbursement is on a pro-rata basis over 5 years.Open portal
