Documents required

1
Udyam Registration Certificate

Tip: The certificate must show active status; lapsed or cancelled registrations will be rejected at DIC.
2
PAN Card of Promoter / Proprietor / Authorised Partner
PAN card of the individual promoter, proprietor, or each authorised partner of the enterprise.
Tip: All active partners or directors must provide PAN; company PAN alone is insufficient.
3
Aadhaar Card of Promoter / Proprietor / Authorised Partner
Aadhaar card of the individual promoter, proprietor, or authorised partner for identity verification.
Tip: Ensure the Aadhaar address matches other submitted address proofs; mismatches cause delays at screening.
4
Constitutional Proof (Partnership Deed / LLP Registration / Certificate of Incorporation with MoA & AoA)
Proof of legal constitution: Partnership Deed for firms, LLP Registration for LLPs, or Certificate of Incorporation with Memorandum and Articles of Association for companies.
Tip: Submit the most recent version including any amendments; older versions without amendments attached are a common rejection reason.
5
Board Resolution / Power of Attorney / Signing Authority Proof
Document explicitly authorising the signatory to apply on behalf of the entity — Board Resolution for companies, Power of Attorney for firms, or Society Resolution for cooperatives.
Tip: Must specifically authorise subsidy applications, not just general business transactions.
6
Audited Balance Sheets
CA-certified balance sheets confirming the capital invested in plant, machinery, and civil works relevant to the subsidy claim.
Tip: Use audited financials for the year in which investment was made; provisional accounts are not accepted.
7
Machinery / Plant Invoices and Bank Payment Proofs
Tax invoices from machinery suppliers and itemised bank clearance or payment proof (NEFT/cheque receipts) for plant, machinery, or building works claimed under the Capital Investment Subsidy.
Tip: Cash purchases above ₹10,000 are typically disallowed; ensure all payments are through banking channels.
8
Land / Shed Allotment Letter, Sale Deed, or Registered Lease Deed
Proof of ownership or lease of the industrial premises — Allotment Letter from an industrial estate, registered Sale Deed, or Lease Deed.
Tip: Lease must be registered and cover the full incentive claim period; unregistered leases are rejected.
9
Electricity Connection Details and Power Bills
Active electricity connection letter from TPCODL/SOUTHCO/NESCO and sample power bills confirming operational status of the unit. No canonical key exists for utility connection documents.
Tip: At least two recent bills are typically required; the connection must be in the enterprise's name.
10
Bank Term Loan Sanction Letter, Appraisal Report, and Disbursement Schedule
Required for Capital Investment Subsidy claims — the bank's term loan sanction letter, appraisal report, and loan disbursement schedule. No canonical key exists for loan sanction documents.
Tip: All three documents must come from the same financing bank; partial sets are rejected.
11
Bank-Certified Interest Calculation Sheets and Statutory Clearances
Required for Interest Subvention claims — bank-certified statement showing interest charged and paid for the claim year, along with statutory clearances. No canonical key exists for interest subvention documents.
Tip: Submit within 6 months of the financial year-end; late filings are ineligible.
12
ZED Certificate (Bronze / Silver / Gold) and Expense Receipts
Valid ZED certification (Bronze, Silver, or Gold level) issued by the Ministry of MSME, along with invoices for machinery and consultancy costs incurred for certification (conditional — required for ZED subsidy only).
Tip: Submit within 2 years of certification date; reimbursement is capped at ₹5 lakh per level.
13
Trademark / Patent Registration Certificate and Professional Fee Invoices
Official Trademark Registration Certificate or Patent Grant Certificate along with certified invoices for professional charges and registry fees (conditional — required for IP reimbursement claims).
Tip: Submit within 1 year of trademark or patent registration; only registry and professional fees are reimbursable.
14
Caste Certificate (SC / ST / OBC)
Competent authority-issued caste certificate for SC/ST/OBC promoters to access the enhanced 30% subsidy rate (conditional).
Tip: Must be issued by a Revenue Officer of Tehsildar rank or above; self-declarations are not accepted.
15
Disability Certificate (PwD)
Disability certificate issued by a government medical authority for PwD promoters to access the enhanced subsidy rate (conditional).
Tip: Certificate must specify the disability percentage; minimum threshold may apply per scheme guidelines.
16
Environmental Clearances / NOC from SPCB
No Objection Certificate from Odisha State Pollution Control Board (OSPCB) for manufacturing units, or Forest Department NOC where applicable (conditional — required for units in regulated categories).
Tip: Obtain the Consent to Establish and Consent to Operate from OSPCB before applying; missing clearances freeze the application.

5

Missing these windows means forfeiting the claim.Open portal
6
Initial portal screening: the application routes automatically to the General Manager (GM) of the local District Industries Centre (DIC). The GM has exactly 7 working days to verify data accuracy and issue an electronic acknowledgment. Respond immediately to any queries raised on the portal within this window.
7
Field inspection: for Capital Investment Subsidy claims, a designated DIC field officer conducts a physical or virtual site visit to cross-verify installed machinery against vendor invoices. Ensure all assets listed in the FCI are installed and operational on the day of inspection.
8
Sanction issuance: the DIC GM acts as sanctioning authority for Micro and Small enterprise claims. The Director of Industries sanctions larger or Medium enterprise claims. A digital Sanction Letter is executed on the portal.
9
Post-sanction operational check: within 3 working days of sanction, the GM re-verifies that the enterprise is actively running and has not halted operations. This step is an Odisha-specific control to prevent dormant units from drawing subsidies.
10
Direct disbursement: authorised GMs use the AIM 2.0 architecture to disburse the approved incentive directly into the enterprise's linked bank account — no intermediary treasury step. For CIS, disbursement is on a pro-rata basis over 5 years.Open portal
