Uttarakhand MSME Policy 2023 — Capital Investment Subsidy

Capital Investment Subsidy for new manufacturing MSMEs in Uttarakhand under MSME Policy 2023. Subsidy rate and cap depend on the district category (A–D): Category A (most remote hills: Pithoragarh, Chamoli, Uttarkashi, Bageshwar, Champawat) offers up to 50% with a maximum of ₹4 crore; Category B (hilly: Almora, Pauri Garhwal, Rudraprayag) up to 40%, max ₹2.5 crore; Category C (semi-plains: Dehradun zones, Kotdwar, Ramnagar) up to 30%, max ₹1.5 crore; Category D (plains: Udham Singh Nagar, Haridwar) up to 15%, max ₹1 crore. Duly signed and registered sale deed or gift deed proving ownership of the land/building where the enterprise operates.
Tip: Must be registered with the Sub-Registrar. Also attach a non-encumbrance certificate and the latest revenue map / Jamabandi copy.

Non-Encumbrance Certificate and Jamabandi / Revenue Map
Non-encumbrance certificate proving no pending charges on the land, plus the latest Jamabandi (land record) or revenue map.
Tip: Obtain the non-encumbrance certificate from the Sub-Registrar office. The Jamabandi copy should be recent (within 6 months).

First Raw Material Purchase Invoice
The very first invoice for raw material purchase, proving commencement of manufacturing operations.
Tip: This invoice is one of two documents used to establish the Date of Commencement of Commercial Production. Keep the original and ensure it is dated after the unit's commissioning.

First Sale Invoice of Finished Goods
The very first sale invoice issued for finished goods manufactured at the unit.
Tip: Paired with the first raw material invoice to confirm production start. Both must pre-date the claim submission by the required period.

First Factory Electricity Connection Bill and Load Sanction Letter
First electricity bill for the factory connection plus the official load sanction letter from the state electricity board (UPCL or equivalent).
Tip: The load sanction letter confirms the industrial connection was established for the registered unit. Ensure the meter number matches across bills.

Plant & Machinery Statement — Form 1C(A)
Complete statement of plant & machinery investments in the prescribed Form 1C(A), listing each asset with purchase value and invoice reference.

CA Certificate on Fixed Capital Investment
Comprehensive Chartered Accountant certificate verifying the total fixed capital investments (land, building, plant & machinery) and sources of finance.
Tip: CA must hold a valid ICAI membership and provide UDIN. The certificate must cover the entire claim period and segregate owned-land, building, and P&M costs clearly.

Detailed Project Report (DPR)
Detailed Project Report used during asset setup, covering product profile, process, machinery details, and financial projections.
Tip: 75% of DPR preparation cost is also reimbursable under this scheme — keep the invoice from the DPR consultant.

Legal affidavit prepared according to the prescribed Form 1C(C) format, declaring the correctness of all submitted information.
Tip: Form 1C(C) is available on the Invest Uttarakhand portal. Must be notarised on appropriate stamp paper before a First Class Judicial Magistrate.

Registered Lease Deed Agreement and Rent ReceiptsOptional
Registered lease deed (minimum 5-year duration) for the land/building, plus up-to-date rent receipts, if operating from leased premises.
When needed: Required if the unit operates from leased or rented land/buildings (in lieu of Sale Deed)
Tip: The lease must be registered with the Sub-Registrar. Unregistered lease agreements are not accepted. Ensure the lease term covers the claim period.
