What are the annual reporting obligations for a DPIIT-recognized incubator?
DPIIT-recognised incubators must submit an Annual Performance Report (APR) by 31 July each year covering: number of startups incubated, funding facilitated, employment created, exits, and infrastructure details. Incubators managing SISFS funds must additionally submit quarterly utilisation certificates and annual audited accounts to DPIIT/SIDBI.
Can a DPIIT-recognised incubator lose its recognition?
Yes. Recognition can be withdrawn if the incubator fails to meet MoU conditions, does not submit annual reports, violates SISFS utilisation norms, or ceases operations. DPIIT may issue show-cause notices before withdrawal. Incubators should ensure timely reporting and proper documentation of startup support activities.
What startup data must incubators report to DPIIT?
Incubators must report: each incubatee's name, CIN/LLPIN, DPIIT recognition number, sector, funding raised (amount and stage), revenue, employment count, and exit status. This data feeds into the Startup India Hub and is used for national startup ecosystem statistics.
How is SISFS grant utilisation tracked?
SISFS funds must be disbursed only to DPIIT-recognised startups in defined tranches. Incubators must maintain: individual startup disbursement records, milestone-based utilisation certificates, quarterly report to SIDBI, and annual audited accounts. Any unspent amount at year-end must be reported and returned if unutilised beyond the grant period.
Do incubators need to get their DPIIT recognition renewed?
DPIIT incubator recognition is initially granted for 3 years and can be renewed. Renewal requires submission of performance data, fresh MoU signing, and review by the empowered committee. Incubators that have not submitted APRs or have violated grant conditions may face non-renewal.
