When is the DPIIT incubator APR due each year?

The Annual Performance Report (APR) for DPIIT-recognised incubators is typically due by 31 July for the preceding financial year (April–March). SISFS incubators additionally submit quarterly utilisation certificates to SIDBI, due within 30 days of each quarter-end. DPIIT may extend the APR deadline — check the Startup India Hub for the current year's deadline.

What infrastructure data must incubators report in the APR?

Incubators must report: total physical space (sq ft), co-working desks available, lab or fabrication facility details (if applicable), shared equipment list, virtual incubation services offered, mentors empanelled (name, domain, hours contributed), and any industry/corporate partnerships active during the year.

What financial information is required in the SISFS annual report?

The SISFS annual financial report must include: opening grant balance, amounts received during year, amounts disbursed to startups (with individual startup breakup), management fee drawn, interest earned on idle funds, expenses for startup support activities, and closing balance. The accounts must be audited by a Chartered Accountant and the audit report annexed.

Can an incubator submit the APR if some incubatee data is missing?

Incubators should submit with best available data and flag gaps. DPIIT typically accepts partial reports if the incubator explains why certain data is unavailable (e.g., incubatee did not share revenue data). However, persistent data gaps across years may affect recognition renewal scores. Incubators should set contractual data-sharing obligations with incubatees at onboarding.

Is the incubator APR publicly disclosed?

Aggregate data from incubator APRs is published in the Annual Startup India report and NITI Aayog ecosystem reports. Individual incubator performance data is not publicly disclosed, but DPIIT uses it internally for grant renewal decisions, recognition assessments, and incubator ranking exercises (like the National Startup Awards's Best Incubator category).
